Wrong Date is Displayed During Product and Discount Purchase in Billing Care

Symptoms
ISSUE

- This issue is reported in 7.5PS17 Billing Care.
- When purchasing product or discount, select date as 15th Mar 2018. However, the date displays next to the drop down for "Start recurring fees" is 14 Mar 2018 (1 day less).
- Note that :
Browser Time zone: CST
Weblogic time zone: EST
BRM time zone: UTC - The user has <Patch 26145917> applied on the system, and the customization for the brmserver.timezone in CustomConfigurations.xml has below value:

The date should be same as Purchase start date, 15 Mar 2018
STEPS TO REPRODUCE
-----------------------
The issue can be reproduced at will with the following steps:
1) Create an account in Billing Care
2) Open the account and click "Purchase"
3) Select "Add to a Service"
4) Select a deal & configure
5) Select "Calendar day" for "Activate the purchase" and select date as 15th Mar 2018
6) Select "When purchase activation begins" for "Start recurring fees"
