SIM Shipments Marked As "Missing" Never Reaches RMS

Goal

In Store Inventory Management (SIM) 16.0.1 version, a container will move to a ‘Missing’ state when no items in the container have been received and delivery is confirmed.

How are missing containers handled in Oracle Retail Management System (RMS)?

When a Purchase Order (PO) without Advance Shipping Notice (ASN) is received and confirmed in SIM) the details get transferred to RMS.
At the same time if the shipment is confirmed without entering any values (at least an item is selected, but quantity is not provided), corresponding message are processed in MPS_STAGED_MESSAGE, but this information never reaches RMS.
