GA Error After Windows 10 Update

Information in this document applies to any platform.
After updating Windows 10 to version 1803, users cannot log into GA. An error is received:
'General Network Error. Check your Network documentation. ConnectionOpen (PreLoginHandshake())'.
The DSN Test connection from the computer works fine. GA, SA, and PA all are affected. If the system is restored to a previous version everything works as it should, but the update will happen again.
