Remove Case Sensitivity on Circuit User Data Fields

Symptoms
In the Connection Design Search window, when searching by Connection User Data, the application uses case sensitive search for the user data fields.
E.g
We see that all user data fields on circuit user data was having Case Sensitivity Search.Suppose there is a Circuit User Data ‘CUD’ field defined as VARCHAR2
This has value as ‘test123’ for circuit-1 and value 'TEST123’ for circuit-2. Now ,when the user Searches the circuits based on this CUD field then only circuit-1 comes when he puts ‘test123’ in the CUD field.
EXPECTED BEHAVIOR

Expectation is that both circuits should come up in the search
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add data 'test123' and 'TEST123' to a Connection User Data Field for 2 circuits resp.
2. Save and close the cirucits
3. Retrieve the circuits based on 'test123' .Only one circuit come up in Search
