The Thread-7.log Reports 'OutOfMemoryError: Unable To Create New Native' Message

Symptoms
On : 12.5 version, Docupresentment
Following an upgrade from Documaker 11.5 TO Documaker 12.5, several times a week the IDS Instances would no longer be able to submit requests.
During the outage, there would be multiple IDS instances with orphan GENDATA + GENPRINT processes.
Performing a stop/start on the 2 Watchdog services, the system would begin processing the requests however the GENPRINT instances remains in memory.
At the same time, a Thread-7.log is generated and continues to grow with the following messages:

at java.lang.Thread.start0(Native Method)
at java.lang.Thread.start(Unknown Source)
at com.docucorp.ids.blp.BusinessLogicProcessor$IPCThread.run(Unknown Source)
STEPS

The issue can be reproduced at will with the following steps:
1. Start the IDS Watchdog Windows Services.
2. Monitor the MQ ( send/receive) queues.
