Past Filter on the Client Relationship Screen is not Functioning (Doc ID 2404691.1)

Symptoms

On : 10.2.0.26 version, Client

Actual Behavior
---------------------
The past filter on the client relationship screen is not functioning.
If the "As Of Date" on the client relationship screen is after the date of an expired relationship and the user check the past filter and click Refresh the Expired relationship does not display.
The future filter does appear to be functioning correctly as the user can set the "As of Date" to a date prior to the relationships and then select Future and Refresh and the relationships display as expected.


Expected Behavior

Client relationships which have expired should display if the "Past" button if checked.


Steps to Reproduce:
---------------------------
The issue can be reproduced at will with the following steps:
1. Find a client with a relationship which has expired.
2. Check the Past box and refresh.
3. Note that the expired relationship does not display.
