Batch Not Getting Triggered from OFSAA UI in New Instance (Doc ID 2404977.1)

Symptoms

All batches are not triggered when trying to execute them from OFSAA UI.  The screen hangs after clicking on the OK button in confirmation popup, meaning nothing happens and the UI stops responding.

When the batch is executed in ESIC (external scheduler) mode, it runs successfully.

Same issue occurs after restarting the back-end servers. Also, back-end servers remain active during batch execution (not failing).
