Negative Acknowledgement Of Invalid Geocode Is Encountered When Site Address Has Changed (Doc ID 2405959.1)

Symptoms

After creating a FA in CC&B, a subsequent update to the Premise Address fails with a Negative Acknowledgement for a geocoding error.  In one example, the scenario is for new construction when the Street Number has not yet been defined by the city. The service install FA is created and is later updated with the real Street Number. This automatically triggers a FA update message from CC&B to MWM. This update fails for the message number below.

Note, initial screenshots are the same as the above SR since the issue is exactly the same in both customers.

Steps to replicate:

1. Create an FA in CC&B. This should also create corresponding Activity in MWM.
2. Update corresponding premise for FA (e.g. address 1) in CC&B
3. Update the FA in CC&B (e.g. instruction)
4. NDS record for FA update resulted to negative acknowledgement from MWM
XAI Response's: External Message Code = 11002, 19401
