Rate Schedule’s Rate Component Type Apply is not working
When Rate Schedules Rate Component Type is Apply to with Value Type as Unit Rate then unit rate is not being apply on rate amount of other rate component.
EXPECTED BEHAVIOR

When Rate Schedules Rate Component Type is Apply to with Value Type as Unit Rate then unit rate should apply on rate amount of other rate component.
Example -
RC 10- Value Type is Unit Rate having Flat Charge of 1000.
RC 20 Value Type Unit Rate having Value 1.
Expected output of RC 20 (1*1000) = 1000.
STEPS

The issue can be reproduced at will with the following steps:
1) Create Rate Schedule with Apply to Rate Component Type as below.
RC 10- Value Type is Unit Rate having Flat Charge of 1000.
RC 20- Value Type is Unit Rate having Value 1.
2) Create Billable charge.
3) Create Bill.
