ACTUAL BEHAVIOR
---------------
Unable to view Activity LevelRequirements on an activity once it is processed and Req is closed. If an activity has an activity level requirement attached to it and you close the requirement and process the activity when trying to review the closed requirement the screen it does not show anything. If you switch to another tab such as Math, Detail or Entry Fields they display as expected. When the requirement is still in an open status you can view/modify it as expected but once you close it and process the activity you can no longer see it on the screen. We are on 11.1.0.3.

EXPECTED BEHAVIOR

Once an activity level requirement is closed and activity is processed we can still view the closed requirement on the activity screen

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Create an activity level requirement
2) Create an activity to generate this requirement
3) Once requirement is generated, close it
4) Process the activity again and try and view the requirement the tab will be blank

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Users cannot view closed activity level requirements.
