Clicking ProcessAll On A Policy With No Pending Activities Causes The App To Crash

ACTUAL BEHAVIOR
---------------
Clicking ProcessAll on a Policy with no pending activities causes the app to crash. If you create a new policy with no pending activities and click the Process All button the application will crash. We are on version 11.1.0.3

EXPECTED BEHAVIOR
-----------------------
OIPA does not crash if you click Process All if no pending activities exist.

STEPS
-----------------------
Path 1
1) Create a new Policy in OIPA
2) Navigate to the activities screen and click Process All
3) App will crash

Path 2
1) On the same policy as above manually add an activity and process it manually
2) Once activity has been processed click Process All
3) OIPA will crash

The issue has the following business impact:
Due to this issue, users clicking on Process All by accident will run into issues
