Unconstrained ASCP plan Shows Early Planned Orders For Component Dependent Demand (Doc ID 2408067.1)

On : 12.1.3 version, Memory Based Planner in PROD

Users are running unconstrained plan. ASCP is generating Planned Order Demand on current date unnecessarily for intermediate item A-F107124-4B7. The Work order of the Finished good as well as the Work order demand for component is rescheduled in which covers the finished good safety stock requirement of 1700. However, only for the component, there are additional Planned Order Demand records getting generated which ultimately peg to the finished good safety stock unnecessarily. Example data

Item = A-B203721-5M2 shows planned order demand qty = -2000 with sugg due date 17-MAY-2018 is paired with planned order qty = 2000 for end item = A-B203721-GN due way later 16-NOV-2018 as they have the same transaction id = 1449583575. There's only one day Fixed LT for end item = A-B203721-GN. There's also a wip job qty = 1600 for item = A-B203721-5M2 due on 17-MAY-2018 and it pegs to the end assembly qty = 800 for Safety Stock. This should not be as the SS for the end assembly should be satisfied by the on hand = 1606 first. We found in demand pegging the on hand for the end item pegs to Forecast entirely from 17-MAy-2018 out to 08-JUN-2018

The issue can be reproduced at will with the following steps:
1. Run ASCP Plan
2. Review supply demand output in ASCP Workbench
3. Find component demand is due way too early to satisfy end item demand
