Creating A Team Member Filter Does Not Allow Saving

When creating a team member filter, the save button is not clickable and you cannot save the filter created.
When creating a new Team Member filter, the save button should become highlighted/clickable and saving should function as expected.
STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
- User Administration --> Users add column for Team Member Filter.
- Click ellipsis to open Team Member Filters page.
- Right click Gear icon choose Add. Add filter conditions and the Save button does not turn a darker blue indicating it can be Saved. Also the Filter Name stays green indicating it is not saved.
Due to this issue, users cannot save any existing or new Team Member Filters.
