User Accessiblity Issues with Documaker Studio

Symptoms
1) Not able to promote due to greyed out button.
2) Only users with Read/Write Access are able to log into Documaker. Work around was to elevate the user's access, allow the user to log in and then remove the elevated access.
3) Information Security Department - No longer has access to User button in Dev.
