DynHierRefresh Throws Exception Instead of Returning "Failure"

Symptoms

The "dynHierRefresh" function is throwing a custom menu exception when a hierarchy contains invalid rollups, leaving workbook and domain data in an inconsistent state. The user is not allowed to create a new workbook because it is required to commit dimension information prior to the function execution. Also, all rule groups after the group that calls "dynHierRefresh" are not executed and the output measure is not stating "Failure" as stated in config documentation.
