PPM Task fails to save with Error: Invalid value: <Schedule End DATE><Schedule End TIME> is not a valid value for Days Effort.

Symptoms

On : 9.3.6.0 version, Web client (PPM)

When attempting to update the Scheduled Start date for a Task in PPM fails with the error

ERROR

Error: Invalid value: <Schedule End DATE><Schedule End TIME> is not a valid value for Days Effort.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Login Web Client PPM User
2. Create an Active Program object Program_test_0001 with Duration Type is Fixed:
     - Schedule Start Date: 04/13/2018 08:00:00 AM
     - Schedule End Date: 04/13/2018 05:00:00 PM
3. Navigate to its Team tab, set 10 into % Allocation cell.
4. Navigate to 'General Info' tab, click on Edit button. Modify as below, Duration will be calculated with decimals:
     - Schedule Start Date: 04/13/2018 08:00:00 AM
     - Schedule End Date: 04/13/2018 04:10:00 PM
Click on Save button.
5. Click on Edit button again, Modify as below:
     - Schedule Start Date: 04/13/2018 09:00:00 AM
     - Schedule End Date: no need to modify, keep the default value.
Click on Save button.
