Why not Able to Close the Contract of the Member Account when it Allows for IGA Account (Doc ID 2409252.1)

Symptoms

On RMB v2.3.0.1.0 against FW v4.2.0.2.0, Users are not able to close the contract of the member account even when no unbilled billable charges exist.

In order to deactivate the customer we are first stopping the IGA contract and able to close it. Then tried to do the same thing with the member account where the billable charges created. All the billable charges were already billed and now we wanted to close the member account. We stopped the contract and then try to close it. It throws an error.
The account was last billed in December 2016 and we are trying to close in Sept. 2017.

Log shows there is a COBOL program (CIPCSVAP) which is executing and because of that it is not able to close the contract. Although there are no billable charges which are unbilled.

Query it is executing is - SELECT COUNT (*) FROM CI_BILL_CHG BCHG WHERE BCHG.SA_ID = ? AND BCHG.BILLABLE_CHG_STAT = ? AND 0 = ( SELECT COUNT(*) FROM CI_BSEG BSEG, CI_BSEG_CALC CALC WHERE BSEG.SA_ID = ? AND BSEG.BSEG_ID = CALC.BSEG_ID AND CALC.BILLABLE_CHG_ID = BCHG.BILLABLE_CHG_ID AND BSEG.BSEG_STAT_FLG = ? )

A Billable Charge Contract may not be closed if the Contract still has unbilled Billable Charges.

STEPS

To reproduce this issue - create a member account and an IGA. Create billable charges on the member account and the bill at the IGA level. Then freeze the bill. May be create a bill for 2-3 months in the similar way and then try to stop the contract as we do not want to bill that account. For IGA you can stop the contract easily as there will not be any billable charge but while trying to stop the contract on member account you will get this error even though there are no more pending bill or any billable charge which is not billed.
