After Service Transfer, Rating Fails with “PRODUCT_NOT_FOUND” Error

On : 188.8.131.52.7 version, Rating business logic
As per business requirement, the user performed service transfer to one account to another new account. After that, rating failed with below error when the usage [for both Online and offline rating] is passed in for new account.

The issue can be reproduced at will with the following steps:
1. Created account along with service - Apr 23 13:01:34 2018
2. Performed service transfer to under new account which created in step1 - Apr 23 13:35:32 2018
3. Performed both Online and offline rating wrt new account, both ratings failed
