Rating Failed with “PRODUCT_NOT_FOUND” Error After Service Transfer (Doc ID 2409444.1)

Symptoms

As per business requirement, the user performed service transfer from one account to another new account. After that, rating failed with below error when the usage (for both online and offline rating) is passed in to the new account.

Steps to replicate:

The issue can be reproduced at will with the following steps:
1. Created account along with service - Apr 23 13:01:34 2018
2. Performed service transfer to under new account created in step 1 - Apr 23 13:35:32 2018
3. Performed both online and offline rating wrt new account, both ratings failed
