When A Meter Is Removed, Multiplier Is Incorrectly Applied To Updated IMDs' Quantities

Symptoms
Performing Save As on IMDs has inconsistencies when it comes to applying the multipliers. Some IMDs apply the multipliers on Save As even if the original IMD already performed multiplier calculations.
Steps:
The issue can be reproduced at will with the following steps:
1. Find an installed meter with a multiplier.
2. Open any finalized IMD.
3. Change the quantity.
4. Click Save As. Read becomes Finalized and quantity remains the same value entered.
5. Open the Install Event.
6. Remove the meter.
7. Open any finalized IMD.
8. Change the quantity.
9. Click Save As. The quantity entered has been multiplied by the multiplier.
