Error While Changing Service Status from Active to Closed

The customer service status is in active status, the life cycle state is in 102, and the transition path is defined in config_lifecycle_states.xml as following:

However, there are errors when trying to close the service:

        none of the transition array has a next-state as req'd one!!!

Step 1:  Create account, services will be in PreActive state.
Step 2:  Activate services
Step 3:  Close services
