RTV Request Messages Are Stuck Into SIM Staging Tables

On Oracle Retail Store Inventory Management (SIM) 15.0.1 version, Return to Vendor messages (RTV) created in Retail Merchandising System (RMS) are getting stuck in SIM Staging Table with bellow error:
The issue can be reproduced at will with the following steps:
1. Create a RTV in RMS;
2. Check SIM staging table and notice that RTVReqCre is failing with above error.
