Save Site Never Ends After Updating Buyer(s) Or Planner(s) Fields

Symptoms

when user trying to update the site  defined relevant buyers and planner (standard fields in Page 1 - General Info).  it works although 'save' action takes about 2 minutes. For sites with long (~70) existing buyer(s) - 'save' action never ends: in web client - user get a white page after few minutes, in Java client - get an error message.

"Transaction timed out after X seconds".


STEPS

The issue can be reproduced at will with the following steps:
1. Login Web Client as an administrator.
2. Open a site that has been used in Items.
3. Edit the General Info page to add Buyer/Planner.
4. Click Save
