Account Balance Group is not Accessible when Usage Made on Additional Billinfo (Doc ID 2411458.1)

Create an account with two balance groups and two billinfos. Each balance group has the same service type (e.g. /service/abc) but different POID.
The balance group/billinfo that created from account creation is called parent in this reported scenario.
Purchase an account deal (flat discount deal) for parent balance group which has a product to grant non-currency resource and a discount to consume the available resource during usage.
Basically the account balance group for parent will have the granted non-currency resource.
When usage is made on the parent billinfo, the usage got discounted by consuming the non-currency at the account balance group level.
But when the usage is done on the child, the usage is not getting discounted because the non-currency balance is not accessible to the child billinfo.


The resource should be accessible to child. So that discount gets triggered.
In this case, the BAL (resource)  at account balance group level, it is not accessible to child.
