Tag Condition Information Disappears after DDService Restart but is Stored in the Database

Goal
Customer noticed that the Tag.TEXT field disappeared a few days after the tag was created.
Testing shows the condition information was written into the database but not kept in DDSerivce memory.
1. Created a new tag,
2. Ran Action any.DDService dump conditions
3. Review the DDService log to see the TEXT field was empty. This indicates 'text' field was not configured in the condition_data table
