ASCP Not Generating Planned Orders Cover Demands

ASCP is not generating planned orders for an item (A1). This is despite having sufficient Demand for the item in question.
This in an OPM environment (however this will apply to non-OPM environments as well), and the item in question has generated orders within ASCP correctly in the past.

In this scenario, item A1 is the only component of item A; despite having 52,2574 lbs of planned order demand from 5000201,
there are only there are only two planned orders for a total of 926.531915 lbs generated in ASCP

-- On Hand: 88110
-- Planned Order: 926.531915
-- Planned Order Demand: -522574.4681
-- Work Orders: 157500

The following have been checked:

-- Both items are set to Make
-- Create Supply is selected on both
-- Build in WIP is selected on both
-- Confirmed all recipes are valid with lowest level validity rule (1); all routings/formulas
-- All Planner values are current and valid on both
-- Round order quantity is not set on either
-- Confirmed that sourcing rules are not used for A1 or A
-- No Planning Time Fence is in place
