Quarterly Cycle Event Not Getting Created Correctly (Doc ID 2414837.1)

ACTUAL BEHAVIOR
---------------
Customer upgraded from PS17 to PS20 + applied the interim <patch 27427676>

While testing user getting a long cycle event for Quarterly recurring change[QRC] product for backdate purchase in previous cycle and for cancellation of product, no event created.

EXPECTED BEHAVIOR
-----------------------
Two event should get generated for separate cycle.
  

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Purchase:
1). Created Backdated account where cycle start date is 1jan
2). billed account for one cycle. PVT is : 2nd April.
3). Purchase Backdated QRC deal in previous cycle from 15feb.

Expected Result:
  Two event should get Generated.
  where first should be $0 15feb to 1april and another should be from 1april to 1july(full cycle charge) or (else one event with aggregate charge)
Actual Result:
  One event is getting generated from 15feb to 1july with $0 charge.

For Cancel:
1). Cancel deal on 15feb, same date of purchase.

Expected Result:
  Two event should get generated.
  first event should be full cycle fee refund from 1april to 1july and second event should be $0 charge is refund for 15feb to 1april (or else one event for full cycle fee refund).
Actual Result:
  No event is generated.
