Negative Weighted Average Cost due to Posting Senders Loss (SL) With the Shipment Cost (Doc ID 2414853.1)

Symptoms

While closing the transfer, it picks the setup SL from SYSTEM_OPTIONS which means in case of short receipts it should be posting senders loss and the tran_code 30 posted at receiving location would be reversed. It is reversed with the same shipment cost, without any posting to adjust WAC. This makes the WAC go negative in few cases.
 
 Steps To Recreate:

1. Create transfer using Retail Merchandising System(RMS) UI.
2. Ship the same transfer.
3. Change WAC from, say, 310.53 to 100 at the receiving location store.
4. Close shipped transfer.
5. Note that WAC at receiving location goes negative (-321.06).
