Not Able To Start OCCAS (engine And Replica Failed) (Doc ID 2415332.1)

Customer has OCCAS cluster with two machines: Machine1 and Machine2. It was found that the admin server can be started, the engine and replica on Machine1 all failed to start, while engine and replica on Machine2 could be started.
The following error is got when starting managed servers on Machine1:
