Blank Timesheet Hours are Displayed for Previous Weeks in Resource View/Approver View After Upgrade

Symptoms

ACTUAL BEHAVIOR
After upgrading P6 EPPM (for example, from r15.2.x to r17.12), all Timesheets for all Resources in the system are showing blank hours.

A Timesheet has to be rejected and then resubmitted in order for the hours to show up again.

EXPECTED BEHAVIOR
Existing Timesheets should retain their hours after an upgrade

STEPS
The issue can be reproduced at will with the following steps:

  1. Login and view Timesheets.
  2. Note that all pre-existing Timesheets are blank.

BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot perform their Timesheet submission deadlines and approvals.
