PDC Not Supporting Portuguese Characters (Doc ID 2416200.1)

Goal

While creating ChargeOffering with Portuguese characters, it is observed that the Characters are being displayed correctly in PDC screen, but it is getting failed while committing to Oracle Communications Billing and Revenue Management(BRM) Application.

Below are the application versions used here as a part of the implementation:
• BRM 7.5 PS16
• PDC 11.1.0.8
• ECE 11.3.0.1.3

It seems to be an issue with XML generated by PDC/RRE which are not able to support the Unicode characters, although the encoding specified on XML is correct, i.e. UTF-8.

Invoking load_price_list by using the XML generated, it is giving below error:
