Pick Direrctive Having A Pick Order That Is Not Correct Based On The Location (Doc ID 2416205.1)

In a labeled reserve = Y, labeled picking = N, the picks are having the pick order not set correctly based on the locations. The location have a pick sequence all set to '99999999', so it is expected the pick order will be in the location order. The CM are dispersed throughout the warehouse within the zone based on their start location within the aisles within the zone. When entering a location ID higher than where another pick is at, the CM is being directed to previous location because of the pick order on the pick directive. The screen send multiple CMs to the same pick until that is done. 

Steps to Reproduce:
1. Ensure to have locations with pick sequence all set to '99999999'.
2. Run a wave that produces picks within many aisles within a range of the zone.
2. Note the pick order.
