Save as Objects With Attachment Returns File Server Error

Information in this document applies to any platform.
When attempting to save as objects with attachment after refresh instance,
the following error occurs.
FileServers may be down. Please check the FileServer Configuration.
Save as doesn't work for all objects with above error
Save as should work fine for all objects without above error
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Refresh instance
2. Open object on Web Client/Java Client
3. Action> Save as
