Pending Approvals In My Activities Prevent Updates In Timesheets

The underlying issue is that the Primary Resource goes into My Activities in Team Member, puts a start and expected finish date. Saves it. Now this is pending.
Now a second resource wants to start this project and add time to the timesheet basically. He cannot because it is pending approval for the primary resources start and expected end date. The second resource does not have access to add time to the timesheet because it is greyed out.
The second resource should be able to use Timesheet even when the activity is pending approval in My Activities.
