Symptoms

There are performance issues with product_customers_to_update.sql.

There are some significant issues with the performance of the <project>_customers_to_update.sql, that gets executed by product_update_customers.ces.  The <project>_customers_to_update.sql is similar to the product_customers_to_update with just a few more fields that are compared.  The part of the sql that seems to give the problem is the same as the product version.  

There is intensive I/Os and sorts each time this query is executed.


When the base table CU_SERVICE_POINTS and CU_SERVICE_POINTS_CIS gets big, the impact of the I/Os increases exponentially. 
Currently the process is doing the updates row-by-row, which is not efficient if we have to process thousands or even millions of the rows.
