Bill Generation Issue - Billable Charge is Already Billed and Cannot be Modified (Doc ID 2417474.1)

Qn1:Bill generation is giving error 'Billable charge is already billed and can not be modify' for bill segments. Why is this happening?
 
Qn2:Even though we say skip rate component in the eligibility criteria in rate schedule, in C1-BLGEN, it tends to create a 0$ bill segment, but post processing (C1-BLPPR) doesn't create a 0$ bill segment if we specify it to skip rate component in the eligibility criteria. Is this an inconsistency or Is it the way the functionality is expected to work?
