OHI Access Issue (Doc ID 2419489.1)

Symptoms

 There is an issue with access to OHI Claims. No options are available in the main page; the window is blank. The user has access to ALL_FUNCTIONS_ACCESS_ROLE.

Expect behavior is all options to be available on main page.

The issue can be reproduced at will with the following steps:
1. Open the Claims System
2. Relatively blank screen -- no options.

Due to this issue, users cannot access or use the system.
