PSUB Service Is Not Starting (Windows Server OS database server) / The PSUB service service on Local Computer started and then stopped (Doc ID 2420626.1)

Symptoms

PSUB service cannot be started on the database server running on Windows Server 2008 OS.

When trying to start PSUB from Windows Server Services following pop-up message is displayed:

" The PSUB service _____ service on Local Computer started and then stopped. Some services stop automatically if they are not in use by other services or programs. "
