Sms_stop.ces -aiS does Not Force Users Off

Symptoms

When running sms_stop.ces -iaS, 

Options:
  -h, --help            show this help message and exit
  -c, --clients          stop NMS clients (user processes)
  -s, --services       stop NMS isis services
  -S, --non-isis-services   stop NMS non-isis services
  -a, --all              stop both clients and services but not non-isis services
  -u, --user-log     set all CES_USER_LOG records to logged out
  -i, --isis             stop isis
  -Z, --zap-isis      stop isis at all sites
  -q, --quiet          minimal output
  -d, --debug        debug output
  -f FILE, --file=FILE  service configuration filename - defaults to $NMS_HOME/etc/system.dat

 

This should result in 2 dialogs appearing

  1. "An administrator requested the this client exit."
  2. "System not Available"

For some reason, users are not seeing the first dialog appear.
