Manual Overrides from Scada are overriding inhibits in NMS
NMS was configured so that “I” and “#” quality codes cause SCADA measurements to be ignored in Powerflow.
However, if an operator does an inhibit and an “m” (SCADA driven manual override) is set, then the system was showing SCADA Inconclusive solutions due to the scada measurements being considered in power flow solutions which is incorrect.
Inhibited measurements should always get ignored
