ASCP Planned Orders For Higher Assembly When There's Insufficient Raw Material Supply

On : 12.1.3 version, Memory Based Planner in PROD:
Users are on 12.1.3 and have applied VCP 220.127.116.11.1 Patch 17350769 and using 64 bit Linux MBP with version MSONWL64.ppc 120.3.12010000.492 from one off patch 26033256 - Users are running a constrained ECC plan and are constraining against both material and resources. They are running into an issue where a bottom level component is running negative PAB for a period of time and yet there appears to be demand being planned for the end assembly that can't possibly be built since they believe there is not enough component raw material available. Example data:

- 02510124 - 0.96913 - 0 lead times - FLM = 1049
- 02500703 - 1 - 1 pre - 35 proc - 10 post - FDS = 5 FLM = 1000 - 24x7 for Processing as MSC: Buy Order Processing Lead Time Calendar is NULL so defaults to supplier calendar - 7 weeks + 1 day
Since they are close enough to be 1 per - The issue revolves around the negative PAB shown for the bottom component 02500703 from 19-JUN-2018 until week of 09-JUL-2018. It appears there's work orders for qty = 13000 for the end item = 02519278 due by 26-JUN-2018, but there's only qty 8869 on hand for the bottom component. Since these orders were firm they were expecting planned orders for the component item 02500703 to be generated since the firm work orders would be expected to override the lead time constraint of the component. There's also a planned order qty = 680 for end item 02519278 due 20-JUL-2018 that does not look like it would have enough available of the component raw material either, but it shows that this order is supply pegging completely to on hand for raw material component = 02500703 - that would not seem possible since the earlier firm work orders for the end item should use the on hand first
Expected planned order for the lowest level component item to be planned to cover firm supplies and that a planned order for the end due a month later should not be pegging to on hand for the raw material component when the on hand should be exhausted by earlier due firm work orders
The issue can be reproduced at will with the following steps:
1. Run ECC Classic Constrained plan
2. Review supply demand in the ASCP workbench
3. Find for a particular assy there does not appear to be enough available for the raw material to satisfy the plan output for supply on the end item
