Symptoms

On : 2.1.0.3 version, Validation, Edit, Est Rule

ACTUAL BEHAVIOR
---------------
MDM is not accounting for regular intervals while re-estimating scalar reads during an outage period

Use Case -
Customer will put in pre-emptive outage activity. Even though the outage has been opened, meters could still report actual intervals during these catastrophic events, even though a meter is estimating ‘No Read-Outage’ condition codes due to preemptive outage activities.

EXPECTED BEHAVIOR
-----------------------
MDM should be able to re-align the ‘No Read-Outage’ scalar reads when actual interval data is reported by the meter, or interval data is recovered after few days even with an Outage Activity in the started state. This is required for both scalar and intervals to align on daily basis.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot align scalar and interval data during an outage period
