Incorrect SQL Generated for Data Filter on Account_number Varchar Column (Doc ID 2422908.1)

Symptoms

On OFSAAI 8.0.4, data filter on Account Number is not working when used in FTP process.

ACTUAL BEHAVIOR
When attempting to use a Data Filter for FTP processing, the following incorrect SQL is generated in the FTP process:

select distinct a.ISO_CURRENCY_CD, a.PRODUCT_ID
from FSI_D_TERM_DEPOSITS a
where (((a.ACCOUNT_NUMBER = '''039020000701''')))
and as_of_date = to_date('11/ 30/ 2017', 'mm/ dd/ yyyy')
order by a.ISO_CURRENCY_CD, a.PRODUCT_ID

As a result, no rows are returned from the Data Filter.

EXPECTED BEHAVIOR
Expect FTP engine to generate correct data filter which returns expected account row like the following:

where (((a.ACCOUNT_NUMBER = '039020000701')))

The issue can be reproduced at will with the following steps:
1. Create a Data Filter
2. Select the data filter in the FTP process
3. Run the process and check generated ofstp debug log.
