ACTUAL BEHAVIOR

When one performs rerating multiple times, the TAX_JURISDICTION array is missing in the balance impact. This issue is found while testing <Patch 27664588>.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Created account, with service and session event for which tax is configured
- Make an usage and check the balance
- Modify the rate plan with new charges
- Perform rerating
- Revert the rate plan to original
- Perform rerating
- Verify TAX_JURISDICTION for all balance impacts generated due to tax
- Perform rerating again and verify
