Symptoms
On 12.1.3.9.2 Memory Based Planner in Test:
Users are running an unconstrained ASCP plan and they're on the latest 12.1.3.9.2 patching code. After the plan run they see thousands of planned orders with sugg start date later than sugg due date. Example data

There are planned orders with the following (plan anchor date 17-JUL-2018)
Sugg start date = 26-OCT-2018 - Sugg Due Date = 23-OCT-2018
Sugg Start Date = 30-NOV-2018 - Sugg Due Date = 27-NOV-2018
Sugg Start Date = 21-DEC-2018 - sugg due date = 18-DEC-2018

1. Upgrade to 12.1.3.9.2 patching
2. Run unconstrained ASCP Plan
3. Review Supply in the ASCP workbench and see thousands of planned orders with sugg start date later than sugg due date
