Default Element Time Values for Labor Elements Not Auto-Populated on Labor Template Screen When Creating Code (Doc ID 2424093.1)

When creating a labor code, the time values for the elements that are predefined as per the chosen activity code, are not populated from the default time values defined on the labor element screen.

Steps To Recreate:
1) Go to the Labor Elements editor screen and populate the value column for every constant and exception elements in the system.
2) Next, go to the Labor Template Editor screen and create a new labor code for an activity.
3) Notice that the system will copy the labor template seed data with the elements and exception elements that are predefined for the activity. However the value column is not populated with what has been defined previously for each element.
