SDK With URL = "http://localhost:7001/Agile" Cannot Connect to Agile Server (Doc ID 2424771.1)

Symptoms

SDK with String URL = ("http://localhost:7001/Agile") return following error.

Error

60089, Failed to connect to the Agile server. Please check your Agile server name and port ID.
java.net.ConnectException: Connection refused: connect


Actual Behavior

SDK cannot connect to the Agile server.


Expected Behavior

SDK can connect to the Agile server.


Steps to Reproduce:

The issue can be reproduced at will with the following steps:

  1.  Run following SDK program on Agile server
