Allocation Rule Generating Zero Records Due to Scientific Notation Values for Large Dimension Members and Nodes (Doc ID 2425651.1)

On PFT 8.0.5, an allocation rule is generating zero records when selecting a dimension node.  When checking the ofspa log, the SQL generated for the Hierarchy Filter contains scientific notation. 

For example:

select leaf_node
from ofsa_idt_rollup
where node_03 = 4E+07
and sys_id_num = 202940

Have created Allocation rule EXP_S_ST_MKT_CONTRACTOR which is producing 0 records even though it is expected rule to process data. Have observed that one of the underline SQL is using scientific notation value (9.9991e+10) . Similar incorrect scientific notation value makes the SQL for FSI_M_DATA_IDENTITY_DETAIL table fail.

The issue can be reproduced at will with the following steps:
1. Create dimension node 99991037210
2. Select the node from hierarchy in allocation
3. Run allocation
4. Check pft debug log
