Item Creation Fails if UDA_ITEM_DEFAULTS is Setup and User Passes Value for Same UDA ID

Information in this document applies to any platform.
On Retail Merchandising System (RMS) 15.0.1, if uda_item_defaults is setup to default a UDA value for a specific merchandise hierarchy, and the user passes a value for the UDA ID, item creation fails.
This is observed in either XItem or item induction framework.
There should only be one UDA for the Item/UDA ID.
The issue can be reproduced at will with the following steps:
1. Download an item template via item induction
2. Populate the spreadsheet to create an item to a department setup in uda_item_defaults to which a uda_value exists (default value)
3. Upload the spreadsheet ensuring that in the "Item_LOV_UDAs" tab the UDA ID with default value is set
4. Validate that the item creation fails with error "There should only be one UDA for the Item/UDA ID."
