Zero Balance Impact Event Is Created On 100% Adjustment Over The Amount Which Is Already Adjusted

The user observes a zero balance impact event when perform 100% adjustment over the amount which is already adjusted. The adjustment event/item is also created with a zero amount for tax impact type. This is not correct because there is nothing left to adjust.
Customer center adjustment screen shows incorrect amount in "Available for adjusting" field. The event adjustment is allowed to create event/item with zero balance impact and impact_type is tax.
No event should be created and error must throw in Customer Center.
The issue can be reproduced at will with the following steps:
1. Create account with some MCF charge
2. Do Billing
3. Do partial event adjustment on last month MCF charge
4. Do full (rest of amount) event adjustment on last month MCF charge
5. Now try doing 100% adjustment percentage and no error is thrown
