Sponsored Product is Ignored when Rating Event

Symptoms
Scenario:
1. Create Product P1 (/service/ip, session event, $10/sec, priority 100 with Rateable Usage Metric (RUM) Duration)
2. Create Product P2 (/service/ip, session event, $20/sec, priority 50 with RUM Occurrence (for testing purposes))
3. Create Customer Test1, with a dummy plan (/service/ip)
4. Create Customer Test2, with a dummy plan (/service/ip)
5. Purchased P1 and P2 on Customer Test2
6. Create sponsor group on Test1, sponsored Product P2 and added Test2 as member
7. Rate session event of 60 seconds.
Expected result:
Sponsored product P2 should be used to rate the event.
Actual result:
Normal product P1 is used to rate the event.
